A: to figure out the shipping simply add the binocular to your cart enter your postal code and the country, hit enter, and it will list all shipping you have. As for Tax there is no way for us to tell what that would cost it is completely up to French customs.
Q2: Do the binos still work in a manual, non image stabilized mode when the batteries are dead or is there no use?
A: Absolutely, to engage the image stabilization there is a button that you will press on the top of the binocular. if you have not pressed it or if the batteries are dead the binocular will still work just not the Image stabilization.
Q3: where are these binoculars manufactured?
A: Canon 15X50 IS Image Stabilized Binoculars are manufactured in Japan.
